Patrick E. McGinnis was born in Chicago, Illinois on September 28, 1950, and graduated cum laude from the Arizona State University College of Law in 1976. He graduated with honors from the University of California at Riverside in 1972. Mr. McGinnis was on the Arizona State University Law Review and published an article in the Arizona State Law Journal.
Mr. McGinnis is currently in private law practice in the city of Beverly Hills. He is rated AV by Martindale Hubbell. He represents Clients with tax controversies with the Internal Revenue Service, the Franchise tax Board, the Board of Equalization and the Employment Development Department. He also does general corporate representation and general estate planning. He is the past President and has a seat on the Board of Governors of the Irish-American Bar Association of Los Angeles. He is the permanent Treasurer and Chief Financial Officer of the Irish American Bar Association of Los Angeles. He is on the Board of Governors of the UC Riverside Alumni Association. In 1977, Mr. McGinnis served as a judicial clerk to Judge Donald Froeb with the Arizona Court of Appeals in Phoenix, Arizona. After that he was assigned to the Oklahoma City Post of Duty of the Internal Revenue Service District Counsel's Office (from July 18, 1977 to October 1, 1983), at the Los Angeles Post of Duty (October 15, 1983 to September 30, 1984) and the Laguna Niguel Post of Duty (September 30, 1984 through August 9, 1989). He has at least thirty-five major Tax Court trials, which resulted in a reported decision regarding tax issues. He received awards in 1986 and 1988 from the Internal Revenue Service for meritorious performance from the Internal Revenue Service. From May 1988 to 1989, Mr. McGinnis was a special litigation assistant with a GS-15 rank. He has been a guest lecturer at the Citizen's Law School of Beverly Hills, and has given seminars on state and local tax procedure for the Los Angeles County Bar. He is the past-Chairman of the Procedure and Litigation Committee of the Los Angeles County Bar's Taxation Section.
During his 12-year employment by the Internal Revenue Service, he was the National coordinator of two major tax shelter projects. One of these projects comprised more than 2,000 individual cases and concerned Government securities straddles. In addition to these duties, Mr. McGinnis carried a full load of other cases involving conventional issues such as unreported income, the deductibility of expenses. He was assigned to be the legal advisor of the Internal Revenue Service Criminal Investigation Division in the Southern California District for four years at Laguna Niguel. He received two commendations for his services from the Internal Revenue Service Criminal Investigation Division.
