Mr. McDougall is a member of the Captive, Corporate and Insurance law teams at Paul Frank + Collins, with a focus on financial and business services.
Prior to joining Paul Frank + Collins, Mr. McDougall attended the Morin Center for Banking and Financial Services Law at Boston University School of Law obtaining a LL.M. degree with a concentration in American Banking Law and Securities Regulation. Most recently, Mr. McDougall worked as an associate at a litigation boutique firm located in South Burlington, Vermont focusing on complex litigation in the financial services industry.
At PF+C, Mr. McDougall's practice includes advising clients in the captive insurance industry regarding regulatory compliance, entity structure and corporate governance. He also advises clients regarding general corporate matters as a member of Paul Frank + Collins’ corporate law group. Additionally, Mr. McDougall has advised clients in intellectual property matters and on issues involving various aspects of the financial services industry.
During law school, Mr. McDougall served as a law clerk in the Vermont Department of Banking, Insurance, Securities and Health Care Administration. Additionally, as a Law Clerk to Senator Patrick Leahy and the Democratic Staff of the U.S. Senate Judiciary Committee, he drafted legislation and statements to be introduced by Senator Leahy. Mr. McDougall assisted Senator Leahy and his staff on such issues as the proposed restructuring of the Ninth Circuit Court of Appeals, a desire to provide broadband internet access through cable lines, the confirmation of Federal Judges, and a proposed Constitutional Amendment for victim’s rights.
