Mr. Marshall has extensive experience litigating a wide variety of issues involving police officers' rights in the State and Federal Courts, including the appellate courts. He is a frequent speaker on police officers' rights and also practices in the areas of civil rights, employment law, and bankruptcy. Mr. Marshall authored "Causation in Employment Discrimination Analysis: A Proposed Marriage of the Croson and Wards Core Rationales" 20 Univ.Balt.L.R.307 (1991).
