Deborah's practice is focused on municipal finance with extensive experience as bond counsel, underwriter's counsel, letter of credit bank counsel and borrower's counsel for all types of bond issues, including industrial development revenue bonds, tribal financings, 501(c)(3) bonds, utility and other revenue bonds, multifamily and elderly housing and qualified mortgage revenue bonds, student loan bonds, and general obligation bonds; emphasis on structured and credit-enhanced financings, and on multifamily housing bond issues of all types, including governmental bonds, conduit (501(c)(3) and qualified residential rental property) bonds, and low-income housing tax credit financings. Deborah is a bond counsel to over two dozen public housing authorities. She has substantial experience in federal tax law, securities law and general municipal law.
