David is an equity shareholder in the firm. David obtained his B.S. from California State University, Sacramento in Business Administration and worked for the national accounting firm of Grant Thornton while obtaining his Certified Public Accountant license. David then attended the University of California, Hastings College of the Law and graduated in 1988. His legal career began with the San Diego City Attorney's office in the criminal division prosecuting misdemeanor crimes. A year later, David was hired by Stradling Yocca Carlson & Rauth, a firm of approximately 100 lawyers located in Orange County, where he specialized in municipal litigation involving writs, appeals and condemnation work. David joined Leibold McClendon & Mann on January 1, 1998 as a shareholder and began to expand his practice to included transactional matters, specializing in municipal finance, public works, economic development and housing. He was appointed the firm's managing shareholder in 1999 and has served as the Assistant City Attorney to the City of Lake Elsinore for 13 years. David is also General Counsel to the Rand Communities Water District and is special redevelopment and housing counsel for several California agencies including Anaheim, Long Beach and Riverside.
David's notable recent projects for public agency clients include renovation of a major historic structure in downtown Anaheim for development of retail shops by Lab Holdings, an innovator of the "anti-mall" concept feature unique and cutting edge retailers, a "for sale" townhouse development in Long Beach with long-term affordability covenants developed by Brookfield Homes, and a major rehabilitation of a 152-unit apartment complex by Bentall Residential in Lake Elsinore financed with redevelopment, tax credits and federal funding sources.
