Jessica Waters is an associate in the Litigation Department at WilmerHale.

Practice

Ms. Waters has a general litigation practice focusing on internal corporate investigation and criminal litigation, with substantial experience representing clients in the pharmaceutical industry and advising clients on federal health care law issues.

Ms. Waters also has extensive experience representing clients on public policy issues, including serving as a federal lobbyist for the ACLU and drafting both appellate and Supreme Court amicus briefs on civil rights issues. She has also represented a pro bono client in a federal murder case.

Prior to joining the firm, Ms. Waters served as a clerk to The Honorable Emmet G. Sullivan of the United States District Court for the District of Columbia. Ms. Waters also worked as the communications coordinator for a national, non-profit, reproductive rights organization in Washington, DC.

Ms. Waters is an adjunct professor at American University Washington College of Law, where she teaches Reproduction and the Law.
