Barbara is an equity shareholder in the firm. Barbara Leibold is a 1987 graduated of the University of California, Hastings College of the Law and has a Masters Degree in City Planning from the University of California at Berkeley and a Bachelor's Degree in Environmental Studies from the University of California, Santa Barbara. She specializes in the fields of municipal, redevelopment, and housing law and has advised over 25 California redevelopment agencies and cities in the capacity of special counsel, general counsel and city attorney. She has served as City Attorney and General Agency Counsel to the City of Lake Elsinore and its Redevelopment Agency since 1997.
Barbara has extensive experience in general municipal and land use law, utilizing her joint degree in planning and law to provide the highest quality representation to city clients. She is a skilled negotiator and has represented city clients in connection with a wide variety of contract negotiations as well as land use and zoning matters involving complex constitutional and financial issues. In addition to her municipal law practice, Barbara has represented redevelopment agencies in connection with all aspects of redevelopment plan adoption, amendment and implementation, with special emphasis in low and moderate income housing matters. Barbara's expertise in affordable housing is recognized statewide. She has been an active member of the Affordable Housing Committee of the California Redevelopment Association since its inception and has instructed numerous continuing education seminars in redevelopment and affordable housing.
