Tom is a shareholder in the firm of Briggs and Morgan, Professional Association. He is based in our Minneapolis office and is a member of the Financial Institutions and Real Estate Section. Tom practices principally in the areas of:
Tom has worked for more than 30 years in environmental, regulatory compliance and wetlands matters, and has extensive experience in real estate or financial transactions, mergers and acquisitions. Prior to joining Briggs, Tom was the district counsel for the St. Paul District U.S. Army Corps of Engineers. He was also assistant attorney general in Vermont.
Tom has written and lectured on government contracts, construction, and environmental law topics for numerous business activities and was an adjunct professor at William Mitchell College of Law, where he taught courses on government contracts. He works regularly on environmental issues for the firm's business and health care clients. Tom is a member of the Minnesota, Nebraska, American and Federal Bar associations. He is also a member of the Society of American Military Engineers and serves on the board of Minnesota Environmental Initiative. Tom has been designated a "Super Lawyer" by Minnesota Law & Politics.
Born in Newman Grove, Nebraska, Tom received his B.A. from the University of Nebraska and his law degree from the University of Nebraska College of Law. He was a U.S. Army, Judge Advocate General officer during the Vietnam War. Tom joined Briggs in 1984.
