King, J. Ralph

Mr. Kimmell joined the environmental department as an associate.  He had been working as a legal intern for the U.S. Environmental Protection Agency, Region VII, in the Office of Regional Counsel since October, 2005, assisting the regional counsel attorneys in preparing administrative, judicial and criminal cases against regulated entities.  His general responsibilities included developing legal strategies for negotiating, litigating and enforcing the Clean Water Act (CWA), the Comprehensive Environmental Response, Compensation and Liability Act (Superfund) and the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA).

Mr. Kimmell was a summer law clerk in 2005 for the U.S. Environmental Protection Agency Headquarters in Washington, D.C.  He incorporated his knowledge of environmental statutes, environmental regulations, and administrative law to assist in developing and prosecuting multimedia enforcement cases and implementation of the EPA's audit policy to ensure compliance with environmental statutes.  His previous experience includes being a legal intern for the Legal Services for Students at the University of Kansas in 2004-2005.

Mr. Kimmell also worked as a Judiciary Committee Intern in 2004 for the U.S. House of  Representatives, Committee on the Judiciary, in Washington, D.C.

Mr. Kimmell's professional experience includes working as a consultant with landowners whose property was located within oil and gas exploration project areas; working as a project manager for approximately 15 contaminated soil and groundwater sites throughout Kansas; working as a research assistant conducting original research to identify methods for reduction of nutrient losses in agricultural runoff water; and worked as a biological science technician collecting and analyzing surface water samples and assisting in production of surface water quality reports.
