Elvis Stumbergs is an associate in the Regulatory and Government Affairs Department, and a member of the Antitrust and Competition and Communications, Privacy and Internet Law Practice Groups. He joined the firm in 2010.
Past Experience
Prior to joining the firm, Mr. Stumbergs was an Attorney-Advisor with the Federal Communications Commission. Most recently, he worked in the Wireless Telecommunications Bureau, Spectrum & Competition Policy Division, where he examined major wireless transactions for competition issues and related matters. Previously, he was a member of the taskforce developing the National Broadband Plan. His work on the Plan involved providing advice on key legal issues, including intellectual property rights and requirements of the Administrative Procedure Act, and briefing policymakers on wireless spectrum, network deployment, broadband adoption, smart-grid, set-top box competition and other issues. Mr. Stumbergs began his career at the FCC as an Honors Attorney in the Media Bureau, Industry Analysis Division. There, he was responsible for drafting Commission and Bureau orders and legal and policy memoranda on matters affecting major media industry stakeholders. His work in the Media Bureau included rulemakings affecting the broadcast and cable industries, and transactions such as XM/Sirius, Liberty Media/DIRECTV, and the Time Warner Inc./Time Warner Cable restructuring.
Mr. Stumbergs received experience in public and private international law during his studies at Leiden University in The Netherlands.
Before attending law school, Mr. Stumbergs worked with a film production company in Venice, California on television commercials, as well as with other media companies in various capacities.
