With over thirty years' experience as a government contracts attorney and as the senior acquisition attorney for the Department of the Air Force from 1986 until 2002, Mr. Janecek has a deep understanding of the full range of government contracting matters.
As the senior acquisition attorney for the Department of the Air Force, Mr. Janecek provided counsel on contracting, systems acquisition, logistics and technology issues to the Secretary of the Air Force and other Air Force executives and senior program managers. He also provided advice on mergers and acquisitions, contractor suspension and debarment and contract security and classified matters. He was responsible for defending the Air Force in bid protests, overseeing contract litigation and intellectual property policy and coordinating remedies in procurement fraud investigations.
Prior to joining the Air Force General Counsel's Office in 1980, Mr. Janecek served as an attorney at the Department of Defense, handling matters relating to contract administration, including cost accounting and pricing. He also provided counsel on personnel and labor relations issues and was a trial attorney before the Armed Services Board of Contract Appeals. Prior to law school, Mr. Janecek served in the United States Navy as a supply officer.
Practice
Mr. Janecek's practice concentrates on government contracting matters that include contract negotiation, compliance, bid protests, claims litigation and mergers and acquisitions in the defense sector. He advises large defense and aerospace corporations, as well as small and disadvantaged business concerns, in both the defense and civilian sectors.
Professional Activities
Mr. Janecek is a member of the American Bar Association, Section of Public Contract Law. He is co-chair of the Section's Legislation Coordinating Committee and Acquisition Reform and Experimental Procurement Processes Committee and vice chair of the Bid Protest Committee.
