William Ingersoll has thirty years of legal experience, primarily in environmental and administrative law. Mr. Ingersoll served in numerous attorney positions during his twenty-five years with the Illinois Environmental Protection Agency in both air and land pollution divisions, and as managing attorney for the Agency. He is experienced with hazardous waste regulations, landfill regulations, state and federal superfund cleanups, underground storage tank cleanups and reimbursements as well as Freedom of Information Act issues. Mr. Ingersoll has had significant involvement with administrative litigation before the Pollution Control Board regarding permit appeals, administrative citations, underground storage tank program appeals, variances, and other matters of regulatory relief.
Projects/Accomplishments:
Drafted enforcement operating procedures for the Illinois EPA and provided state wide staff training in managing the enforcement process,
Developed a civil enforcement penalty guide for consistency in the U.S. EPA delegated program requirements,
Led development of Illinois EPA web pages to provide searchable online enforcement orders; and
Trained staff in the Freedom of Information Act.
