Ms. Hoggard has been engaged in litigation since 1984 and focuses her practice on litigation of employment related matters as well as civil rights, commercial and general civil litigation. In her employment law practice, she assists in establishing proper policies, implementation of best practices, training personnel, and in making sound employment decisions. She prepares and reviews compensation agreements, severance agreements, non-competition agreements, independent contracts, and disciplinary actions. She also represents both employers and employees before the U.S. Department of Labor, the U.S. Equal Employment Opportunity Commission, the Arkansas Department of Labor, the Arkansas Claims Commission, and the Arkansas Employment Security Division. Ms. Hoggard handles a significant number of domestic relations matters involving complex business valuation and alimony issues. She represents individuals who have sustained injuries that are not work-related and will handle other types of civil litigation, on a case-by-case basis.

She speaks and writes extensively about trial skills; employment discrimination; effective drafting; implementation and training for employee policies; legal pay practices under the Fair Labor Standards Act and Arkansas labor laws; the Family and Medical Leave Act; employment contract disputes; and trade secret protection.

Ms. Hoggard serve as an Adjunct Professor at the University of Arkansas at Little Rock Bowen School of Law. She also serves as an Adjunct Instructor at the Little Rock and Little Rock Air Force Base campuses of Webster University, teaching employment law on the graduate level. Ms. Hoggard is also a certified law enforcement instructor for the Arkansas Criminal Justice Institute.

Ms. Hoggard served as chair of the Arkansas Bar Association Labor and Employment Section for 2006/2007. She is a member of the Honors Club with the Arkansas Trial Lawyers Association and serves on its publication committee. Ms. Hoggard also practiced for five years in Houston, TX where she concentrated in commercial litigation. She is a past president of the Arkansas Association of Women Lawyer for two terms and continues to serve on the board of that organization. Ms. Hoggard serves one the board of Arkansas Women's Executives.

Published Decisions

Racial Discrimination in the Provision of Educational Opportunities. People Who Care v. Rockford Bd. Of Educ. School Dist. No. 205, (U.S. Court of Appeals for the Seventh Circuit). In this case, the court-appointed school Master Dr. Eugene Eubanks, who Ms. Hoggard assisted as counsel, was assigned the task of proposing a remedial plan, presenting at the trial court level and winning its adoption. The trial court order approving the remedial plan was upheld by the Seventh Circuit.
 
Recent Decisions

Color Discrimination and Violation of the FMLA. Moses v. Pine Bluff Arkansas, City, et al. (U.S. District Court for the Eastern District of Arkansas). By settlement, Police Chief Daniel Moses was reinstated to his position after being terminated. Ms. Hoggard's client, Chief Moses, had been diagnosed with inoperable terminal lung cancer and was covered by the FMLA at the time of his firing.

Gender Discrimination and Retaliation. Keesee v. Regas Grill (U.S. District Court for the Eastern District of Arkansas). Trial by jury resulted in a verdict for Ms. Hoggard's client, Regas Grill, in successfully defending against these employment-related claims.

ERISA and Disability Discrimination in Employment. York v. American Investor Life, et al. (U.S. District Court for the Eastern District of Arkansas) Together with co-counsel, Ms. Hoggard obtained preliminary injunctive relief returning health care coverage for an employee who had been diagnosed with non-Hodgins leukemia and because of failure to properly apply ERISA and COBRA provisions, lost health insurance coverage, thereby losing the opportunity for life-saving treatment. The case was ultimately resolved prior to trial on the merits. Mr. York died within the year.
