Mr Hinkle is a retired captain from the Maryland State Police having served for twenty six (26) years. Prior to his retirement in 2006, he commanded the Prosecutor's Office for the Maryland State Police. The Prosecutor's Office was responsible for sworn and civilian disciplinary cases while also representing the agency in administrative matters to include the regulation of security guard and security agency licensing, State inspection Automotive licensing matters before the Office of Administrative Hearings.
Mr. Hinkle also served in the Field Operations Bureau, the Bureau of Drug and Criminal Enforcement, and as an assistant commander in the Special Operations Division. While in the Field Operations Bureau, Mr. Hinkle made over two hundred (200) arrests for Driving while Intoxicated violations. Since his retirement, Mr. Hinkle has continued to represent several police agencies in disciplinary matters under the Law Enforcement Officers' Bill of Rights and served for three (3) years as General Counsel to a full service sheriff's agency. Mr. Hinkle is married with two children.
