Stephen practices primarily in the area of state and local taxation. He concentrates his practice on multistate tax planning and controversy, with emphasis on multistate planning for the acquisition, disposition, and reorganization of businesses; income tax, franchise tax, and sales tax audit defense; and multistate tax compliance for businesses in numerous industries, including manufacturing and retailing.
Stephen also serves as coordinator of unclaimed property matters for Jones Day's Dallas Office. In this capacity, Stephen has experience advising clients on unclaimed property issues, such as multijurisdictional reporting and planning, and on the development and implementation of multistate compliance strategies.
In addition to his state and local practice, Stephen has significant experience handling federal income tax controversy matters and has been actively involved in assisting clients in the acquisition of tax-advantaged investments relating to synthetic fuel credits, including representing taxpayers in audits and in the technical advice and private letter ruling process. Stephen also regularly advises clients on the federal income tax consequences of settlement agreements.
