Alicia Handy is an associate in the Regulatory and Government Affairs Department, and a member of the Environmental Practice Group. She joined the firm in 2010.
Practice
Ms. Handy’s practice focuses on a range of environmental matters, particularly in the areas of federal, state and local regulatory compliance counseling and litigation. Her recent experience has ranged from matters involving the Oil Pollution Act and the Comprehensive Environmental Response Compensation and Liability Act, to regulatory issues surrounding the use of hydraulic fracturing to extract natural gas from shale formations.
Ms. Handy’s practice also includes the representation of corporate clients in connection with internal, congressional and executive agency inquiries and investigations, including investigations by the Department of Justice and Federal Trade Commission. Some of her recent work in this area has involved serving as part of an interdisciplinary team representing a global financial institution in connection with inquiries by various government entities related to offshore accounts of US tax payers and the institution's cross-border business.
Ms. Handy maintains an active pro bono practice that has included landlord-tenant matters and the preparation of wills and powers of attorney for elderly clients.
Past Experience
During law school, Ms. Handy completed internships at the Environmental Protection Agency (EPA) and International Centre for Trade and Sustainable Development (ICTSD). At the EPA, she was a law clerk and environmental scientist in the Federal Facilities Enforcement Office, and an associate in the Clean Air Markets Division, where her work ranged from responding to a Congressional inquiry to managing and analyzing environmental data. At ICTSD, Ms. Handy researched and drafted articles on trade and environment issues, including on the compatibility of biofuel sustainability requirements with international trade rules.
Prior to joining the firm, Ms. Handy was a law fellow at the Center for International Environmental Law, where she researched topics pertaining to international climate change and chemicals policies.
