Judy Runstad practices as of counsel (former co-managing partner) with Foster Pepper, and has practiced in the areas of real estate development and land use and environmental law for 36 years. She has substantial experience representing clients in the areas of growth management, zoning, shoreline management, and regulatory matters. She co-chaired Governor Locke's Washington Competitiveness Council and Governor Gregoire's Global Competitiveness Council. She most recently served on Governor Gregoire's Higher Education Task Force.

Previously serving on the Governor's High Speed Ground Transportation Commission and the Governor's Washington State Growth Strategies Commission, Ms. Runstad has served on six gubernatorial commissions.

Judy was also recently singled out by the highly-regarded Chambers USA 2012 legal directory, which annually interviews firm clients. In addition to a top-ranking of Foster Pepper's Land Use practice, Chambers noted Judy's strong reputation and notable involvement in the industry.
