Gary Duffy is a former general attorney for a gas and electric utility, an Assistant General Counsel for the Missouri Public Service Commission, and was the first Director of Administrative Rules for the Secretary of State. His practice with the firm predominantly involves representing interests of regulated natural gas, electric, water and sewer utilities and some municipal utilities before the Public Service Commission and in the courts around the state. He is the author of the chapter on Administrative Rules and Rulemaking in the Missouri Bar's Administrative Law desk book. He is listed under Public Utility Law in The Best Lawyers in America.
