Sarathi Ray concentrates his practice in the area of public finance. He has extensive experience serving as bond counsel and underwriters’ counsel in a variety of public finance transactions, including financings by the housing agencies of the States of California, Maine, New Hampshire, Florida, and by the California Department of Veterans Affairs. Mr. Ray has participated in transactions employing letters of credit, tender option bonds, floating rate monthly demand put bonds, insured housing bonds, multi-modal bonds, blended tax-exempt/taxable bonds, convertible option bonds, variable rate demand obligation bonds, and other types of housing bond transactions. In connection with representing issuers, he has been responsible for preparing bond financing authorizations, loan agreements, disclosure in official statements, opinions, closing certificates, and negotiating transaction documents. With respect to serving as underwriters’ counsel, he had principal responsibility for drafting official statements, bond purchase agreements, remarketing agreements, blue sky memoranda, and opinions.
Prior to joining Lewis & Munday, Mr. Ray practiced for five years in the New York office of Hawkins Delafield & Wood LLP as a public finance associate in the housing finance group. Prior to that, he was a law clerk to the Honorable Arthur B. Briskman of the United States Bankruptcy Court in Orlando, Florida.
Mr. Ray earned his J.D. in 2003 from the University of Miami School of Law, where he graduated cum laude. He received a bachelor's degree in 1999 from the University of Connecticut. Mr. Ray is a member of the Bar of the States of New York and Florida.
