Gambino, Jerry A.

Roliff Purrington is a Virginia native and a twenty five year resident of Texas. He alternates his time among Houston, Texas, Washington, D.C. and the Middle East, especially Iraq and Jordan, engaged in varied legal and business matters. He earned his undergraduate degree with honors from Yale University where he was a Yale National Scholar. He earned his law degree from the University of Virginia Law School and his Masters of Business Administration from the University of Chicago Graduate School of Business in Barcelona, Spain, and Chicago, Illinois.

Mr. Purrington practiced law for five years with Hunton and & Williams in Richmond, Virginia as an associate, and with Mayor, Day, Caldwell, & Keeton in Houston and Austin, Texas, for sixteen years, fourteen as a partner. Mayor, Day merged with Andrews & Kurth, another Texas-based law firm, in early 2001. While at Mayor, Day, he concentrated his practice primarily in the environmental, land and infrastructure development and administrative and civil litigation, representing governmental entities and private parties before courts, administrative tribunals and governments.

In March 2004, Mr. Purrington began his service in Iraq, first with the Coalition Provisional Authority and then with the United States Department of State. He served in Baghdad, chiefly as the Senior Consultant to the Iraq Ministry of Construction and Housing, but also as an advisor to the Iraq Ministry of the Environment and as the Senior Consultant for Commercial Development, Employment Generation and Housing. He departed his U.S. Governmental service in Iraq in June 2006.

Mr. Purrington is currently a counsel of record for the Government of Iraq in its anti-corruption lawsuit against numerous multi-national companies arising from the United Nations Oil for Food Program that is pending in the United States District Court for the Southern District of New York.

Mr. Purrington is certified as a panelist at the Abu Dhabi Chamber of Commerce Conciliation and Arbitration Center in Abu Dhabi, U.A.E. He serves as the Co-Chair of the Greater Houston Partnership Iraq Working group and is a member of the Greater Houston Partnership’s International Business Issues Committee and its Middle East/Africa Regional Trade Market. He was licensed to practice law in Virginia in 1997 and in Texas in 1983.
