Brooke focuses her practice on representing and advising clients in the electric and natural gas industries. She assists in the representation of clients in proceedings primarily before the Federal Energy Regulatory Commission (FERC) involving such matters as rate and tariff filings, rulemakings, the merger and disposition of utility assets, and FERC investigations. She also advises clients on a range of matters related to federal energy law and has contributed to the "Report of the Electricity Committee" (Fall 2007 and Spring 2008 editions) of the American Bar Association, Section of Public Utility, Communications and Transportation Law.
Brooke's pro bono practice includes representation of asylees before the U.S. Citizenship and Immigration Services and participation in the Firm's affordable housing efforts and the D.C. Bar Advice & Referral Clinic. In the past, Brooke has assisted a pro bono client with estate planning and has represented domestic violence victims in legal proceedings in Fairfax County courts.
Brooke is a member of the Energy Bar Association.
