Brock D. Phillips is a founding partner of the Pacific West Law Group with 30 years experience as a health care attorney. He is a 1980 graduate of Hastings College of the Law and an experienced trial and appellate attorney specializing in the areas of physician credentialing and peer review, health care regulatory issues, medical malpractice, general business and tort law, and insurance bad faith and managed care liability. He regularly represents physicians and medical groups in civil court, regulatory hearings and hospital disciplinary hearings. Brock also frequently serves as a hearing officer in medical staff peer review hearings.
Mr. Phillips has published articles on punitive damages, wrongful termination, medical staff peer review and malpractice issues. His treatise on medical staff disciplinary hearings is incorporated annually in the California Medical Association’s California Physician’s Legal Handbook. Brock is a frequent speaker on medical-legal topics including all aspects of managed care liability, peer review and credentialing issues, and loss prevention. Mr. Phillips is a past-President of the California Society of Healthcare Attorneys and an active member of the California Academy of Attorneys for Healthcare Professionals. Mr. Phillips has been named to the list of Northern California “Super Lawyers” in the field of health law continuously since 2008. He was also recently accorded the rating “AV Preeminent” by Martindale-Hubbell, the highest available rating in legal ability and ethical standards. Prior to attending law school, Mr. Phillips served as a naval officer on sea duty for four years. He graduated from Whitman College in 1973.
