Julie is a shareholder in the firm of Briggs and Morgan, Professional Association. She is based in our Minneapolis office and is a member of the Business Litigation Section and the Financial Markets Group. Julie practices primarily in the following areas:
- General complex commercial disputes
- Securities litigation and arbitration
- SEC and FINRA (formerly NASD) regulatory investigation
- Shareholder and partnership disputes
- Fiduciary duty claims
Julie represents corporations and individuals in shareholder and contract disputes in state and federal courts, and before arbitration panels. In her securities litigation practice, Julie represents investment firms and registered representatives in regulatory investigations and litigation matters. Her practice focuses on customer complaints and regulatory compliance, as well as customer disputes in arbitration. Julie’s legal experience includes matters involving breach of contract, fraud, breach of fiduciary duty, suitability, selling away and unauthorized trading.
Significant cases resolved by Julie have included:
- NASD arbitrations in which the arbitration panel granted summary dismissal of all claims, including fraud and securities laws violations, against the broker-dealer on statute of limitations grounds;
- an NASD investigation of a registered representative, in which the NASD sought a suspension and fine, that concluded with a mere letter of caution and no suspension or fine;
- a partnership dispute before the AAA on behalf of the claimant with no signed partnership agreement, which resulted in a six-figure award for the claimant;
- an NASD arbitration on behalf of the broker-dealer against a former registered representative, in which the arbitration panel issued an award against the representative for all losses incurred by the broker-dealer arising out of the representative’s selling away activities, including recovery of all attorneys’ fees;
- and a breach of contract dispute in federal court between energy corporations, in which summary judgment was granted and successfully upheld before the 8th Circuit Court of Appeals.
Julie also provides pro bono representation to disadvantaged persons who have been victimized in business disputes and to refugees seeking asylum in the
United States. Julie has argued cases in immigration court and has prevailed before the Board of Immigration Appeals.
Prior to joining the firm, Julie clerked for the Honorable Donovan W. Frank, U.S. District Court, in St. Paul, Minnesota. She is admitted to practice before the Minnesota and Washington state courts, the U.S. District Court for the District of Minnesota, and the 8th Circuit Court of Appeals.
Julie is a member of the Washington and Minnesota State Bar associations, the Securities Litigation Section of the American Bar Association, as well as Minnesota Women Lawyers. She has been listed as a "Minnesota Rising Star" in Minnesota Law & Politics .
Born in Los Angeles, California, Julie received her B.A. in English from the University of California, Berkeley, and her law degree from the University of Washington School of Law. Julie joined Briggs in 2000.
