Roger has experience in land use and environmental permitting, SEPA/NEPA, shoreline issues, historic preservation, constitutional issues, and wetlands and critical areas issues. He has represented many clients in major land use permitting projects, administrative appeals and judicial review of land use and environmental permits. As one of the primary land use litigation partners at the firm, Roger has extensive courtroom experience in all levels of the Washington court system and before numerous state board and local quasi-judicial bodies.
