Mr. Payne practices in the area of Bankruptcy and Debtor/Creditor Rights. He was admitted to the State Bar of Texas in 1975 after graduating from the University of Houston Law School. He was then admitted to the Idaho State Bar in 1975 and served as Deputy Attorney General and Senior Deputy Attorney General for the State of Idaho from 1975 to 1978. He is a member of the State Bar of Texas, the Idaho State Bar, the Lamar County and Northeast Texas Bar Association and the Eastern District of Texas Bankruptcy Bar.
