Federer, Richard L.

Mark received his law degree from the University of California at Berkeley, Boalt Hall School of Law, receiving the Order of the Coif honor, the Brian M. Sax Prize for Excellence in Clinical Advocacy, and the American Jurisprudence Award for Criminal Procedure. While in law school, Mark was a member of the summer associate program in the Silicon Valley office of Baker & McKenzie, LLP and also worked in the East Bay Community Law Center as part of the decriminalization of poverty practice group and the Death Penalty Clinic at U.C. Berkeley's Boalt Hall School of Law. Following law school, Mark continued to work for Baker & McKenzie, LLP in Palo Alto as an associate attorney for the tax group researching and analyzing both international and interstate tax issues, drafted pleadings in proceedings before the Internal Revenue Service and U.S. Tax Court, and successfully briefed and argued an appeal by a civil detainee before the United States Court of Appeals Ninth Circuit.

In 2008, Mark joined Rosen Bien & Galvan, LLP, one of San Francisco's preeminent civil rights law firms, where his practice included general and complex civil litigation, with an emphasis on civil rights, prisoners' rights, and police misconduct, at the trial court and appellate levels. He was named a 2010 Northern California Super Lawyer-Rising Star and was a finalist for the 2010 Public Justice Trial Lawyer of the Year Award as part of team that brought successful litigation against the State of California challenging overcrowded conditions and their impact on providing constitutional medical and mental health care.

Prior to earning his law degree, Mark graduated with a bachelor's degree in political science and a master's degree in public administration, both from the University of Alabama at Birmingham (UAB). Mark worked for the State of New York as a senior budget manager gaining experience in analyzing and forecasting tax receipts from major corporations and banks in New York and preparing the statutory financial plan updates as part of the Governor's Budget and the State's financial plan.

Mark's education and experience in representing all clients at all levels of litigation, from the juvenile criminal courts to the U.S. Supreme Court enables him to provide professional and cost-effective legal representation to clients in San Luis Obispo County, California. He is admitted to the California State Courts, the U.S. District Court for the Northern District of California, the U.S. District Court for the Eastern District of California, and the U.S. Court of Appeals for the Ninth District.

Mark lives in San Luis Obispo with his wife and son. He enjoys outdoor activities around the Central Coast such as surfing, hiking, and watching the waves.
