Fay, Susan Pepin

Charles S. Fax joined Rifkin, Livingston, Levitan & Silver in 2006 from Baltimore-based Shapiro Sher Guinot & Sandler, where he practiced for 17 years as a senior litigation, commercial, and trial partner, co-chair of the litigation department and member of the firm's executive committee. Prior to that, from 1974-1989, Mr. Fax's practice was based in Washington, D.C., first at Chapman, Duff & Paul and later at Porter, Wright, Morris & Arthur. Mr. Fax concentrates in complex civil trial litigation, including representation of entities and individuals throughout the country in commercial and employment disputes, securities litigation, constitutional and civil rights litigation including business defamation, and government contracts disputes.

Attorney Fax is co-author of two highly regarded legal texts, Maryland Discovery Problems and Solutions, published by MICPEL Publishing Co. in 2008, and Discovery Problems and Their Solutions, published by ABA Publishing in 2005, and one of its best-sellers. A second edition was published in 2009. Mr. Fax and his co-authors, United States Chief Magistrate Judge Paul Grimm and Paul Mark Sandler, are currently writing a third edition of Discovery Problems and Their Solutions, scheduled to be published by ABA Publishing in 2012. Mr. Fax is also an associate editor and columnist for Litigation News, a quarterly publication of the American Bar Association Section of Litigation, and between 2006 and 2008 served as editor of Litigation News Online, a bi-monthly Web-based publication of the ABA Section of Litigation.

Mr. Fax serves as an Adjunct Professor of Law at the University of Baltimore School of Law, teaching "Discovery Practice and Procedure" with Judge Grimm. He lectures frequently in the field of civil procedure, and has been a guest lecturer at the University of Maryland School of Law and Howard University Law School. In 2006, Washington Smart CEO Magazine named Mr. Fax one of Greater Washington's "Legal Elite." He is also profiled in Who's Who in America and Who's Who in American Law, and has long held an "AV" rating from Martindale-Hubbell. In 2009, 2010 and 2011, Mr. Fax was named as a "Maryland Super Lawyer."

Mr. Fax is a graduate of The Johns Hopkins University (B.A. 1970), and the George Washington University Law School (J.D. 1973, with Honors), where he was a member of the National Moot Court Team. Mr. Fax is a member of the bars of Maryland, New York and Washington, D.C., federal circuit courts throughout the country, and the Supreme Court.

In his private life, Mr. Fax spends a considerable amount of time as a volunteer fundraiser and national leader of the Jewish National Fund, which was founded in Switzerland in 1901 to support the settlement and development of the Land of Israel. Mr. Fax served as National Vice President - Campaign and, Chairman of the National Campaign Committee in 2007-2010, and is current serving as National Vice President - Israel Action. He is a member of the JNF Board of Directors and Board of Trustees. In past years he has served as President of the Mid-Atlantic Zone and Chairman of Makor, JNF's national leadership society. He speaks throughout the country on behalf of JNF, addressing the economic and social needs of Israel, and raising funds on its behalf.
