Evans, T. Lawrence

Joy serves as of counsel to the firm. Joy obtained a Bachelor of Arts degree from the University of California at Santa Barbara in Business Economics and worked for the national accounting firm of Grant Thornton while obtaining her Certified Public Accountant license. Joy graduated from Loyola Law School in Los Angeles in 1995 and began practicing law with Stradling Yocca Carlson & Rauth, a firm of approximately 100 lawyers located in Orange County, where she practiced corporate and securities law and municipal finance. After leaving Stradling, Joy joined Higham McConnell & Dunning, where she engaged in a diverse corporate law practice, including securities work and mergers and acquisitions. She joined Leibold McClendon & Mann in January 2003 and began a municipal law practice specializing in affordable housing, redevelopment, land use and real estate acquisition matters. Joy serves as special counsel to The Long Beach Housing Development, to the Fillmore Redevelopment Agency, the Redevelopment Agency of the City of Huntington Beach, and Habitat for Humanity.

Joy's current projects include financing and development of single family and multifamily ownership and rental housing, mixed use projects, commercial projects, single room occupancy projects, and first time homebuyer and other down payment assistance programs.
