WILLIAM A. GRAHAM, JR. is an Associate in the firm's Energy Practice Group. His practice is focused on the representation of owners, operators and purchasers of electric transmission and distribution facilities, with special emphasis on regulatory compliance and policy. He also has experience representing and advising clients on matters related to Federal and State electric utility issues, including open access transmission tariff issues, the negotiation and development of a variety of transmission and distribution agreements, appellate proceedings before the Federal Courts of Appeals and before the Federal Energy Regulatory Commission, including rulemakings, rate filings and reliability matters.
