Duggins, Terrence Patrick

Mr. Rivers is an associate in the real estate department. His practice focuses primarily on real estate development and commercial real estate transactions.  Mr. Rivers routinely assists clients in the preparation of applications for Federal and State development incentives.  He has been involved in gaining approval of rezonings, development plans and incentives for large scale residential, medical, assisted living and manufacturing developments throughout the state of Missouri.  He also counsels clients in their efforts to comply with the reporting requirements and procedures imposed on development projects by Federal and State incentives including those related to Minority Owned Business Enterprise/Woman Owned Business Enterprise Programs. Mr. Rivers was a key member of the legal team that recently completed all legal aspects of the development of a $800 million armament production facility in Kansas City, Missouri. In that role, Mr. Rivers handled complex zoning, land use, platting and title resolution matters, as well as secured property interests needed to assemble the facility footprint. Mr. Rivers also assisted on various financing aspects of the industrial development, including incentives and bonds.

His experience also includes the preparation and negotiation of real estate documents such as leases, sales agreements and easements, the resolution of title and survey defects and the drafting and negotiation of loan documents.  He also has experience in the dedication of plats, Stafford Act and FEMA flood zone compliance, the drafting of cooperative agreements between local developers and municipal governments, the drafting of easement and conveyance documents and the drafting of title opinions for real estate clients.
