Duffin, Richard A.

David is a Partner in the Birmingham Office and practices in the areas of public, municipal and commercial finance throughout the United States, having served as lead bond counsel on projects in more than seventeen states. He routinely serves as bond counsel, bank counsel, or underwriter's counsel in both public offerings and private placements of debt on a wide range of financing projects including general obligations, utility revenue obligations, tuition revenue obligations, and other forms of special tax revenue debt. David also assists governmental clients with economic development projects and drafting legislation and constitutional amendments when necessary.

In addition to handling all types of governmental financing projects (including cities, counties, water and sewer boards, boards of education, and healthcare organizations), David also has a particular emphasis serving as bond counsel on 501(c)(3) financing projects. He has served as lead bond counsel on more than 50 transactions throughout the U.S. for private universities, colleges, private schools and charter schools.
