Charlie Read practices energy and public utilities law and has handled matters for electric power, telecommunications, and pipeline companies in state and federal court as well as regulatory agencies such as the Federal Energy Regulatory Commission (FERC), the California Public Utilities Commission (CPUC), and other state commissions. He also advises investors, lenders, suppliers, and large customers in the energy and utility industries. Charlie has been actively involved in the deregulation of these sectors, electric transmission expansion, rate cases, development and enforcement of reliability standards, climate change and smart grid regulatory issues, compliance with renewable generation requirements, and numerous safety and accident investigations.
Charlie's experience includes federal and state investigations into alleged manipulation of the California wholesale energy markets; oil and gas royalty disputes; defense of construction and operating costs of crude oil and products pipelines, nuclear and fossil generating plants, and electric transmission and distribution systems; safety and accident investigations and litigation involving oil tankers, pipelines, power plants, high-rise building construction, welding, and electric power lines; and regulatory proceedings for mergers, reorganizations, and change of control. He also advises on the regulatory aspects of renewable energy including wind, solar, and cogeneration power purchase agreements.
Charlie is a member of the ABA (Public Utilities Law Section), the District of Columbia Bar (Environment, Energy and Natural Resources Section), the Energy Bar Association (Committee on State Regulation), the California Conference of Public Utility Counsel, and the Los Angeles County Bar Association. He teaches classes on energy at UCLA School of Law.
