Shelby Provencher's practice is concentrated on North American electricity and gas markets and related areas of state and federal regulation and includes administrative litigation, counseling, and agency practice before the FERC. She has experience in dealing with the full range of traditional utility rate and other regulatory issues, including application of electric utility fuel clause adjustment regulations, utility mergers, and liquefied natural gas import projects. Representative clients in recent public matters include the Public Service Company of Colorado and Oklahoma Gas and Electric Company.

Shelby is a member of the American Bar Association, the Energy Bar Association, the District of Columbia Bar, and the Maryland State Bar Association.
