Mr. Cooper has been practicing law in the state of MD and DC for over 40 years. He is a well known trial lawyer in the Washington metropolitan area. Mr. Cooper was born and raised in Montgomery County, MD, attended Ohio Wesleyan University and received his undergraduate and law degrees at The George Washington University.
He is a member of the Prince George's County and Montgomery County Bar Associations, The American Bar Association, Maryland Association for Justice, Maryland State Bar association, District of Columbia Bar Association, American Judicature Society, and the American Trial Lawyers Association.
He is a former Founder of the Maryland Trial lawyers association. He is admitted to practice before the United States Supreme Court and all courts of Maryland and District of Columbia. Mr. Cooper was also selected as an Honored Member of Who's Who in Practicing Lawyers. As early as 1978, Mr. Cooper was nominated for and selected as one of the Outstanding Young Men of America for his contributions to the legal profession and other civil activities.
Mr. Cooper's philosophy in representing his clients is to attempt to obtain the desired result without the necessity of long term and expensive litigation. Thus, there is an effort to focus on settlement to avoid the trauma of the courtroom. His experience and reputation as a courtroom litigator benefits his clients in that regard. However, where negotiations fail, Mr. Cooper will be the first to take whatever court action is necessary and will be a zealous advocate on behalf of your interests.
Mr. Cooper is married and has four children and three grandchildren. In fact, his oldest daughter Stephanie is an attorney and a partner in the law firm. Mr. Cooper is an avid weightlifter, golfer and motorcycle enthusiast. And at one time, he was the Silver Springs, Maryland pocket pool champion.

Mr. Cooper is an experienced attorney who understands the mediation process. He has a more than 40 years experience as a trial lawyer. He has mediated numerous cases in the state of Maryland. He has earned continuing education credits in the field of mediation. He has received a certificate of appreciation from the District Court of Maryland's Alternative Dispute Resolution Program. Mr. Cooper is a firm believer in the value of ADR. He has participated in many mediations and arbitrations. He can effectively handle mediation for personal injury and wrongful death, construction disputes, medical malpractice, landlord and tenant disputes, defective products, premises liability, motorcycle accidents and much more.
