Patrick M. Connolly is Counsel in the Corporate section of Smith, Gambrell & Russell, LLP where his primary practice concentration is in healthcare.
Mr. Connolly previously served as Senior Legal Counsel to a national hospital chain, where he functioned as General Counsel to numerous acute care and behavioral facilities. He has also served as General Counsel for two physician practice management companies. With extensive regulatory health care experience in both corporate and private practice settings, Mr. Connolly has developed a practice philosophy of providing service to clients by partnering with them to keep them economically competitive as well as legally compliant. Areas of particular emphasis for Mr. Connolly include assisting both healthcare providers and suppliers of medical equipment with fraud and abuse compliance, including, but not limited to, compliance with Stark I, Stark II and anti-kickback laws and regulations. He has also counseled numerous clients concerning licensing and medical staff issues, corporate practice of medicine, EMTALA, HIPAA, physician recruitment and private inurement. Increasingly, Mr. Connolly's practice deals with the interrelationship between the healthcare regulatory environment and advances in health care technology, including teleradiology and other evolving forms of medical imaging. His health care practice has also involved the design and implementation of corporate compliance programs for healthcare providers and healthcare technology companies, physician and managed care contracting, as well as handling the negotiation and documentation of mergers, acquisitions, joint ventures, network development and other transactions in a manner designed to assure compliance with applicable state and federal regulatory requirements.
Corporate finance is also a component of Mr. Connolly's practice, with a focus on both debt and equity transactions. He is experienced in representing financial institutions, investment bankers, equity funds and other capital sources, including the handling of the negotiation, structuring and documentation of commercial loan transactions to both large and small corporate borrowers. Mr. Connolly is experienced in documenting transactions involving syndicated credit facilities, revolving credit facilities, and working capital and term loan transactions.
Mr. Connolly received his A.B. degree in Sociology, magna cum laude, from the College of the Holy Cross in 1972 and his M.H.A. from the University of Scranton in 1992. He earned his J.D. from Harvard Law School in 1975.
Mr. Connolly is admitted to practice in the states of Georgia, Pennsylvania and Massachusetts, as well as in the District of Columbia. He is a member of the State Bar of Georgia, the American Health Lawyers Association, the Georgia Academy of Healthcare Attorneys and the Association for Corporate Growth. He is also active in the Ireland Chamber of Commerce in the United States, which endeavors to expand trade and business opportunities between the United States and the island of Ireland.
