EDUCATIONAL BACKGROUND:
Doug Patterson attended Raytown, Missouri public schools and graduated from Raytown South High in 1966. After high school he graduated from the University of Missouri at Kansas City in 1970 with a Bachelors in Business Administration. During his undergraduate studies, Mr. Patterson was invited into membership of Phi Kappa Phi honors fraternity. During law school, Mr. Patterson was employed by a number of leading law firms while serving as Research Editor of the UMKC Law Review. He graduated in 1973 and was awarded the Order of Bench and Robe. His Juris Doctorate was awarded with distinction.
PROFESSIONAL EXPERIENCE:
A. Following law school Doug Patterson became a partner of the firm of Collet and Patterson. There he practiced with William C. Collet in the area of condemnation law.
B. In 1975 Mr. Patterson became in-house counsel to the J. C. Nichols Company. There he was employed until 1985 and served as attorney to the commercial properties department of the Company. His duties involved substantial work with the public sector in land use planning, homes association creation and representation, zoning and various areas of public finance. Mr. Patterson dealt with governing bodies and their agencies, as well as various neighborhood organizations in platting and zoning issues. He also dealt with local and state agencies in the public finance and tax increment finance areas. By 1985 Mr. Patterson had served as company counsel in over $75,000,000.00 of revenue bond financing and refinancing. A substantial part of his work at the Company involved the proper structuring, negotiation, drafting and closing of complex feehold and leasehold transactions.
C. From 1985 to 1994, Mr. Patterson was a partner in the firm of Schleicher, Latz, Lloyd and Patterson. The firm represented J.C. Nichols and others in structuring transactions. Mr. Patterson continued to represent the Company and other developers as well as governmental agencies in zoning, land use and public financing areas.
D. In 1994, Doug Patterson formed his own firm, The Patterson Law Group. This firm practices primarily in the transactional law area, economic development incentive law, condemnation law and the structuring complex transactions. The firm draws on the expertise of its affiliates throughout the region so as to assure clients the best representation, not only within the firm, but within the entire area.
E. Areas of practice include:
1. Tax increment financing plans, TDD’s, CIDs, NIDs, Ch. 100 and other development tools in both Kansas and Missouri, representing both the development side and also municipal interests.
2. Chapter 353 Redevelopment Corporation redevelopment plans.

4. General economic development incentive, special assessment, neighborhood improvement benefit district and tax abatement programs.

PRACTICAL AND CIVIC EXPERIENCE:
Throughout over twenty six years of law practice, Mr. Patterson has maintained a serious concentration of contact and service with the public sector. He has represented cities in redevelopment, Chapter 353 development matters and tax increment financing matters; Kearney, Missouri in the development of Platte-Clay Electric Cooperative TIF project; Clinton, Missouri in rehabilitation issues as well as the City of Merriam, Kansas in what are presently two of the few successful tax increment financing projects in Kansas. On behalf of developer clients, he has worked closely with the Kansas City, Missouri Economic Development Corporation, Raytown, Missouri, Blue Springs, Missouri, Overland Park, Kansas, Leawood, Kansas, Olathe, Kansas, USA 800, McGregor Interests, as well as Jackson County Economic Development Department in a variety of areas public finance, zoning, land use and other municipal issues.
The successful representation of a public entity can be better accomplished if the attorney understands the issues and often the conflicting pressures a public official faces. In 1993, Doug Patterson successfully ran for the position of Ward 4 Leawood City. He was reelected in 1995 and is also the elected ward committee person for the Johnson County Republican Committee-Leawood. Doug Patterson served two terms as a Kansas State Representative for District 28, Leawood, Kansas. He served on the Business, Commerce and Labor Committee, Health and Human Services Committee and the Judiciary Committee. He was elected the Kansas House Republican Majority Whip for 2003-2004 and the Chairman of the Johnson County delegation for 2003. In 2004 he was elected for a two year term as the Chairman of the Johnson County Kansas Republican Party.
In addition to political experience, Mr. Patterson is a member of the local Lions Club, Leawood Chamber, North East Johnson County Chamber and a charter member and past president of the Leawood Rotary Club.
