Mr. Cochran was born in Dinuba, California on March 19, 1943. He is a graduate of University of California at Santa Barbara (B.A., 1965) and McGeorge School of Law, University of the Pacific (J.D., 1973). Mr. Cochran was admitted to the bar in 1973. He is a member of the Tulare County Bar Association (President 1990) and the State Bar of California. Mr. Cochran continues to practice in business formation and representation, preparing and evaluating business related documents and contracts, and estate planning and estate administration.
