Carol A. Clayton is chair of the Environmental Practice Group, and handles a wide range of counseling, litigation and transactional matters. Ms. Clayton serves as partner-in-charge of the Washington DC office and is a former assistant managing partner of WilmerHale.
Practice
Ms. Clayton has been the lead environmental counsel on a variety of matters, including Clean Air Act compliance and permitting matters, infrastructure projects subject to NEPA review, CERCLA cases, Toxic Substances Control Act compliance and enforcement matters, RCRA enforcement and compliance projects, and various environmental rulemaking proceedings. She has assisted companies in a variety of industries with environmental audits and helped them design multimedia compliance policies and procedures. Ms. Clayton has handled the environmental aspects of numerous business transactions, including many transactions requiring compliance with ISRA and other state laws.
Ms. Clayton has represented clients in a number of sectors, including energy producers, electric and natural gas utilities, chemical manufacturers and importers, financial services companies, electrical equipment manufacturers, mining companies, and consumer product manufacturers.
Professional Activities
Ms. Clayton is a co-author of McGraw Hill’s Environmental Auditing Handbook and of the TSCA chapter in the Environmental Law Institute’s Law of Environmental Protection.
Ms. Clayton participates in various legal management organizations and has been recognized for her contributions to the field of law firm management. Her recent honors include being named by the National Law Journal in 2009 as one of ten “Visionaries” whose contributions to legal business and strategy have advanced the profession. In 2009, the Washingtonian Magazine named Ms. Clayton one of the 100 Most Powerful Women in Washington based on her leadership role at WilmerHale.
