David Ormstedt is counsel to the firm in the Hartford office. He has over thiry-five years of extensive experience counseling on and litigating complex matters involving public charities, private foundations, charitable trusts and charitable estates. Mr. Ormstedt has broad hands-on experience with respect to state and federal laws governing exempt organizations and government investigations and enforcement of those laws. He was cited by The NonProfit Times in 1998, 1999 and again in 2001 as one of the fifty most influential people in the country on nonprofit matters.

Before joining Wiggin and Dana, Mr. Ormstedt was the Assistant Attorney General in charge of the Public Charities Unit of the Office of the Connecticut Attorney General. He was a founding member of the National Association of State Charity Officials, a nationwide association of state government regulatory officials, and served three terms as its President.

He served on numerous advisory committees for national rule makers, including the Internal Revenue Service Exempt Organizations Division, the Financial Accounting Standards Board and the national Better Business Bureau Wise Giving Alliance. Mr. Ormstedt was one of the first recipients of the Marvin Award, given by the National Association of Attorneys General in recognition of his leadership, and achievement in advancing the goals of that organization.

Mr. Ormstedt has testified numerous times before the Connecticut General Assembly and the United States Congress on legislation and issues affecting tax-exempt organizations. He was extensively involved in drafting the Connecticut Solicitation of Charitable Funds Act, the Connecticut law on the conversion of nonprofit hospitals, and other statutes regulating the conduct of charitable institutions.

He served on two work groups for the Panel on the Nonprofit Sector, which was convened by Independent Sector at the invitation of the U.S. Senate Finance Committee. He was a consultant to Columbia University Law School's State Attorneys General Program. Mr. Ormstedt also served as a member of the Policy Advisory Committee of The Patrick and Catherine Weldon Donaghue Medical Research Foundation, the Community Advisory Council of the Connecticut Health Foundation and the United Way of the Capital Area (Hartford) board training program.
