T. Spence Chubb is a Special Counsel in the Litigation/Controversy Department, and a member of the Intellectual Property Litigation Practice Group. He joined the firm in 2010. Mr. Chubb has more than 20 years of litigation experience with the US International Trade Commission.
Past Experience
From 1989 to 2010, Mr. Chubb served as a Supervisory Attorney in the Office of Unfair Import Investigations at the ITC, where he handled litigation involving patent, trademark, trade secret and unfair competition claims under Section 337 of the Tariff Act of 1930 and supervised Commission Investigative Attorneys. Mr. Chubb was a Commission Investigative Attorney with the ITC from 1986 to 1989. During his time with the Commission, he participated in more than 85 trials and 186 cases. He has also been a frequent speaker on Section 337 practice before numerous bar groups, including the ABA, AIPLA, Federal Circuit Bar Association, Intellectual Property Owners Association, ITC Trial Lawyers Association and the DC Bar.
Before joining the Commission, Mr. Chubb was an intellectual property associate at a Washington DC law firm, focusing on patent and trademark litigation. Previously, he was an associate at a law firm in Washington DC and Los Angeles and worked on business litigation and counseling.
Recent ITC Practice
Since joining WilmerHale, Mr. Chubb has participated in several patent-based ITC matters for some of the firm’s largest clients. He also regularly provides advice to clients and colleagues on Section 337 practice and issues.
Professional Activities
Mr. Chubb is a member of the Executive Committee of the ITC Trial Lawyers Association. He is also a member of the American Intellectual Property Law Association and the Federal Circuit Bar Association.
Honors and Awards
Mr. Chubb is listed as a leading patent litigator in the 2011 edition of IAM Patent Litigation 250. While with the US International Trade Commission, Mr. Chubb was the recipient of the Commission’s two highest awards—the Commissioners’ Award for Exceptional Service (2006) and the Distinguished Service Award (2002).
