Ms. Broughan is a trial lawyer with experience in criminal and civil courts. She has managed civil cases in state and federal courts involving insurance fraud, medical malpractice defense, third party and first party insurance defense, negligence and general tort defense since 2003. She has been the Special Magistrate for Code Enforcement for the City of Jacksonville Beach, Florida since 2007.
She served as the Chief Assistant Statewide Prosecutor in Jacksonville, Florida from 1994 through 2003 where she investigated and prosecuted complex fraud, money laundering, racketeering, narcotics and theft cases. In 1995, she was awarded the Office of Statewide Prosecutions No Guts No Glory Award. In 1996, she was awarded the Office of Statewide Prosecutions Award of Excellence.
In 2002 and 2003 she served as a Special Assistant United States Attorney for the Middle District of Florida and provided assistance in the federal prosecution of a case involving money laundering, illegal immigration and insurance fraud.
Ms. Broughan served as an Assistant State Attorney in the Fourth Judicial Circuit of Florida between 1990 and 1994. She prosecuted criminal cases in county, juvenile and circuit courts. She supervised investigations in the Special Prosecution Unit for two years involving construction fraud, environmental crimes, insurance fraud, and consumer fraud. She became the Division Chief of the Environmental Crimes Section where she managed investigations and the prosecution of cases involving hazardous waste, wetlands, commercial dumping and wilful pollution.
Ms. Broughan is an avid bicycle rider and member of the Northeast Florida Bicycle Club. She served in the past as the President of the Jacksonville Ski Club and enjoys snow skiing with family and friends.
