Maurice Bowen has been of counsel to Grant, Konvalinka & Harrison since 1988. Mr. Bowen's practice is centered in the specific areas of Affordable Housing Law, Community Development Law, Revenue Bond Law, Government and Administrations Law and Nonprofit Organizations Law.
Mr. Bowen served as primary counsel for a large and nationally recognized public-private partnership for affordable housing and community development. He was instrumental in the development and drafting of HUD approved affordable housing documentation and performance agreements for blending public and private project funding, which have been adopted by or used as the basic documentation by affordable housing organizations nationally. Mr. Bowen served as counsel for the development and formation of some of the earliest and continuing "CHDO" and "CDFI" housing and community development organizations pursuant to "HOME" and "CDFI" U.S. Treasury Regulations and requirements.
Mr. Bowen has previously served as Sr. Vice President, Secretary and Corporate General Counsel for a large multi-national engineering firm, as well as owner-CEO of a multi-state road building supply company. He has served on the Hamilton County Industrial Development Board, the Chattanooga-Hamilton County Metropolitan Government Charter Commission, the Hamilton County Democratic Executive Committee, and has been a member of the Tennessee Roadbuilder's Association and the State Governmental Affairs Council. He has been a delegate and honored guest to Democratic National Conventions. Mr. Bowen has served on the Boards of the Chattanooga Symphony and Opera Association, the Chattanooga Bach Choir, the St. Matthew's Shelter for Homeless Men, and the In-As-Much Mission, and is a Life Member of the National Eagle Scout Association. He has served as Vestryman, Chancellor, and Senior Warden of St. Paul's Episcopal Church in Chattanooga.
