H. Richard Bisbee has been a member of the Florida Bar since 1981, approximately 29 years. During this time, Mr. Bisbee developed experience in a various types of civil litigation in both state and federal courts; consumer law; and administrative law. His practice is located in Tallahassee, Florida, the Capitol City of the Florida where most State Agencies are located.
Of note, Mr. Bisbee from 1986 to 1998 was a senior attorney and Deputy General Counsel with the Florida Office of the Comptroller, Department of Banking and Finance (Florida’s primary financial institutions regulator) where he personally handled and supervised numerous licensing and enforcement cases against persons and companies licensed by that agency. Such administrative actions were directed against securities dealers, securities associated persons, mortgage brokers and mortgage lenders, cemetery companies, consumer finance companies, retail installment sellers, unclaimed property finders, Banks, Savings & Loans Association, and credit unions, among others.
From 1998 to the present, Mr. Bisbee reentered the private practice of law and has steadily developed his practice in the areas of administrative (licensing) law, representing individual and companies who are the subject of state licensing actions (denials and enforcement actions), consumer law (breach of warranty, lemon law, consumer fraud, etc.) and general civil litigation.
